There are some idiomatic phrases using 在 to talk about a topic.

In Regards To

在 + topic + 上，somebody/something ……
somebody/something + 在 + topic + 上，……

= on the topic of, in regards to

在这个问题上，我们的想法是一样的。
= 我们在这个问题上的想法是一样的。
= 我们在这个问题上，想法是一样的。
In regards to this problem, our opinions are the same.

南方人和北方人在生活习惯上有很多差异。
= 在生活习惯上，南方人和北方人有很多差异。
= 南方人和北方人有很多生活习惯上的差异。 (see ……上)
There are many differences between northern and southern people when it comes to living habits.

是 + topic + 上 + adj.

When the sentence contains 是, but not “是……的” structure, 在 should be omitted.

谁是美国历史上最重要的总统？
= 在美国历史上，谁是最重要的总统？
= 谁在美国历史上，是最重要的总统？
In regards to American history, who is the most important president?

On The Topic Of

在 + topic + 方面，somebody/something ……
somebody/something + 在 + topic + 方面，……

This is similar to the 在……上, which means “in relation to”, “on the topic of”, or “when it comes to”.

在事业方面，我老板很成功。
= 我老板在事业方面，很成功。
= 在事业上，我老板很成功。
With regards to career, my boss is very successful.

在技术方面，他是专家。
= 他在技术方面是专家。
= 在技术上，他是专家。
When it comes to technology, he’s an expert.

在历史方面，他是专家。
= 他在历史方面是专家。
= 在历史上，他是专家。(this is ambiguous, because it can also mean ‘in history’)
When it comes to history, he’s an expert.

Under A Condition

在 + topic + 下，somebody/something ……
somebody/something + 在 + topic + 下，……

= in an environment, under a circumstance.

It usually uses with: 环境、情况、条件、状况、状态.

在这样的环境下长大，孩子会快乐吗？
= 孩子在这样的环境下长大，会快乐吗？
Do you think kids will be happy growing up in this kind of environment?

在这种情况下，你会怎么做？
= 你在这种情况下，会怎么做？
Under this kind of circumstance, what would you do?
